Tom Mooney was featured as a guest speaker at a civil school board retreat hosted by Sacred Heart. The retreat, held for the benefit of the Bridgeport Board of Education, covered topics such as whether texting during a board meeting is disclosable by FOIA and utilizing “the call of a recess” to diffuse disruptive meetings.

Tom is the author of A Practical Guide to Connecticut School Law (9th Edition, 2018), a comprehensive treatise on Connecticut school law, and two columns, “See You in Court!,” which appears in the CABE Journal, and “Legal Mailbag,” which appears in the CAS Bulletin.
