Based on requests from a variety of national organizations, Secretary Duncan attaches to his letter a summary of examples as to how various states have used legislation to combat bullying. According to the letter, forty-five states have already passed such legislation. However, Secretary Duncan makes clear that legislation and school policies are not enough: “When responding to bullying incidents, schools and districts should remember that maintence of a safe and equitable learning environment for all students, including both victims and perpetrators of bullying, often requires a more comprehensive approach.” The complete “Dear Colleague” letter can be found here.
